• Planning Division carry out four basic components of planning process i.e. planning , execution, communication of achievements and evaluation of some important schemes. According to the strategies and views decided by National Development council and Planning Commission of India, Government of India, five year Plans and as a part of it Annual Development plans , Draft of Development Planning and it’s final publication, as well as Budget publications of finalized Five Year Plan/Development programmemes are being prepared.

  • 20 Point programmemes:20 point programme-2006 is a national programme. Which includes, poverty eradication, increase productivity, reduce imbalance of income and social and economical imbalance i.e. to fulfill national promises of upliftment of life of the people.
  • Decentralized District Planning :Government of Gujarat has introduced Decentralized District Planning programme from 14th November 1980. This programme is carried out by district planning offices. A proposal of Public works is being prepared at Taluka level and submitted to district planning Board for approval. The In charge Minister of particular District is the president of the District Planning Board. District Planning Officer is member secretary of District Planning Board.

    Following programmemes are implemented under Decentralized District Planning programme from the amount of Discretionary and incentive outlay.
    • District Planning Board can finance schemes on 100% basis independently from the Discretionary outlay considering minimum local requirements of district.
    • The Incentive outlay for providing fixed proportionate government aided grant at District level for collecting additional financial instrument.
    • The grant for the development of the geographically backward regions
    • A component for community development works of local importance to meet local needs as perceived by Member of Legislative Assembly (MLA fund).
    • To incite development works in backward talukas In order to bring backward talukas inline of developed Talukas. The outay for total 41 Developing talukas ,30 developing talukas and added 11 more human development talukas.
    • In order to maintain dignity of national festivals, Hon Chief Minister has initiated a scheme for allotment of special grant for community development works on the same day. Accordingly a grant of Rs 1 crore is given to collector for development works in Municipality area if it is Municipality or for development works in district and to District Planning officer for rural area. This new scheme has been started since 15th August 2003. Under this programme, National festivals like Independence Day, Republic Day and Inception Day of Gujarat State are celebrated. Since year 2008-09,apart from the district in which National Festival is going to be celebrated, one Taluka of remaining 25 district are allotted a grant of Re 25 lakhs by State Government for development works under this scheme.
  • District innovation Fund :A grant of Rs. 1 core in two installments is allocated by Central Government to 26 districts as per recommendations of 13th Finance Commission. Accordingly first installment of Rs.13 crore has been proposed as new item in the year 2011-12 in Decentralized deistic planning. This proposed Yojana has been transferred to A.R.T.D. to include in ‘Swarnim Swantay Sukhaya’ project. Since second installment is going to be allotted in the year 2013-14, no provision has been made in the financial year 2012-13.
  • In the year 1979 it was decided to allocate Grant on Percentage basis in Decentralized District Planning. In the year 2010-11 as per Taluka Centric Approach , Grant I being allocated to each Taluka considering it as a ‘Development Unit’ and taking into account number of villages in that particular Taluka. This system is being followed in the year 2011-12 and 2012-13.

    As per guidelines of Central Government and Article 243 ZD of Constitution of India, A resolution has been issued regarding framing of District Planning Committee. As per this resolution a District Planning Committee is being set up at every district level and all district planning offices are instructed to prepare a Plan.
  • Vikas Vatika : As per guidelines of General Administration Department(Planning Division) all collectors are instructed to prepare a ‘Vikas Vatika‘ booklet and publish in every year in the month of October. Considering the quality of the Published booklets form all the district, they are given first second and third ranks and incentive prizes of Rs. 3, 2 and 1 Lakh to the top ranking booklets are awarded. This amount of prize money is utilized for the developmental works of the district.
  • Swarnim Siddhi and Swarnim Sopan, 50 Point programme : Gujarat has completed 50 years of its inception on May 1st, 2010. Since, ‘Golden Jubilee’ year is an important even of State and to the people of Gujarat, for the welfare and development of all the citizens of Gujarat, Swarnim siddhi and Swarnim Sopan, 50 point programme aims at multi-dimensional development of every fraction of society by providing them vibrant social life and quality life style.

    Considering this aim, under the guidance of Hon. Chief Minister of Gujarat, this Swarnim Siddhi and Swarnim Sopan, 50 Point programme has been envisaged. A high level committee has been constituted under the Chairmanship of Hon. Chief Minister of Gujarat for the assessment of this programme. Shri I.K.Jadeja is appointed as Chairman of this committee. An online software is developed for online data entry and paperless work, concerned Departments are making data entry in the software developed by NIC.

District Planning Offices

  • The Establishment and Budgetary works of the Offices of District Planning are deal with General Administration Department(Planning Division). District Planning officer works under direct control of District Collector. Works at District level under the Decentralized District planning Scheme, Works for community Development from Honorable member of parliament’s Grant of Central Government, meetings of District Planning Boards, review and evaluation of District level schemes, long term Annual Planning, implementation/Evaluation of Works under 20 points scheme and District Planning committee for 49 Developing talukas are some important works implemented by District Planning Offices. Citizen Charter scheme is also implemented in the office of the District Planning Officer.

Directorate of Economics and Statistics, Gandhinagar

  • Directorate of Economics and Statistics, Gandhinagar is a nodal agency appointed by the State Government which carries out all the Statistical activities at the State level. Main Functions of DES, Gujarat are to collect Statistical Information for State Economic Planning, Implementation, Scheme formulation and scrutinize the information and publish in the form of Publication. Directorate also performs Socio-Economic Surveys, to estimates State Income, Annual Survey of Industries and help for the economic policy formation by representing technical notes. Besides this Directorate compiles Statistical information related to different departments of State Government and provides Statistical information as per their requirement.

Directorate of Evaluation, Gandhinagar

  • Evaluation studies are being very useful for State Government to accomplish prescribed goals of Development process. State Government has set up the Directorate of Evaluation for said motive.
  • Fundamental function of Directorate is to perform evaluation studies of Schemes as selected from the planned development programmemes/schemes implemented by the State Government. By scrutinizing Schemes by the evaluation studies following steps are being recommended to consolidate Scheme’s implementation. In addition to this, how far the benefit of implemented schemes has reached to the targeted groups, difficulties in implementation and to achieve solutions for preventing appeared lapses are some other intensions. Thus, effective summaries obtained by Evaluation are useful to take improved initiatives and policy related decisions for different Schemes of the Government.
  • Priority is given to the programme having provision of large amount, poverty eradication and employment growth programmemes, special programmemes for backward area and weaker section, retardation in implementation, laps and constraints kind of experimental programmemes are prioritized for evaluation studies. Phases of evaluation studies mainly include study of planning, its procedure, prepare statement regarding field work, collection of information, tabling, analysis and report writing.

Gujarat Social Infrastructure Development Society, Gandhinagar

  • In the year 1999 under the Chairmanship of Hon’ble Chief Minister, Social Infrastructure Development Board has been formed by the State Government with an objective of the inclusive development of people and to encourage the Human Development approach in proper direction,. Moreover, in order to develop social infrastructure by increasing Human Development Index (HDI), ‘Gujarat Social Infrastructure Development Society (GSIDS)’ has been formed as an autonomous body under the General Administration Department (Planning Division) in 2007. Principal Secretary (Planning) is the Chairman of its governing body. Director, GSIDS is appointed as the Member Secretary and Chief Executive Officer.
